Can’t use my hot bar and can’t chat

Since the server restarted earlier today 07/28/19 I can’t use my hot bar and can’t use the chat. I also have a red loading bar on my screen that hasn’t gone away or showed it’s fully loaded. Anyone also dealing with this help? Help

if you can’t use your hot bar or read chat you might just be in F1... u can usually fix it by doing F1 or smth, whatever key combo u gotta do— like mine is fn+f1

Tried both. Neither made me able to use my hot bar or any key. This hot bar won’t go away. I’m trynna upload a picture of it
