What is now seen as a stain on Karakura History all began with a single man with a thirst for power. The start of the most notorious era of corruption began with the instatement of the official Karakura government. Tetsuya Otori was elected as one of four governors placed in charge of the island. This was a sensitive time for Karakura, and the people needed an individual to lead the next steps. It took two weeks for a mayor to be selected, and Otori took the position.
These beginning years proved to be good, with Karakura City making major improvements. With the passing of the second world war, the people were scared and needed guidance. To satisfy the people, the Karakura Government formed a dedicated police force and constructed a hospital; most of which was funded by the Mayor’s family. This further solidified what would have been the legacy of a great mayor, had the power not corrupted the family. The Otori Clan heads came together with a plan to solidify their legacy in all aspects of the government.
Tetsuya Otori began by creating a strong, positive public image for himself. With the recent end of World War II, he implemented laws and policies that positively impacted veterans and the poor of the city. Housing was made cheaper and easier to find, raising his approval rating. Public parks were updated, all in efforts to keep his political power in future elections.
With the newly formed police department, Mayor Tetsuya Otori selected Inaba Otori to take the position of Commissioner. It was a decision that was scrutinized in silence, but the family had done much good for the people, in both past and present. Their grasp on the hospital took longer. Over three years since the hospital was created, they made multiple attempts to take power in the health care system of the city, but were rejected. This is when Tetsuya took advantage of their relative, Hisako Otori.
Hisako Otori was a beloved member of the hospital staff, prioritizing patient care and saving people above all else. He was a member of the family left in the dark of all the conniving plans of the family heads. With an Otori set within the ranks of the hospital, the family began their plot to take over. Slowly, they constricted government funding to the hospital, allocating it to other aspects of the city to prevent accusations from being thrown towards the government. The hospital began to struggle, failing to collect expenses and purchase new medical supplies.This is where the Otori family stepped in, providing private funding when they were most desperate, but at the price of claiming a stake in the hospital’s decisions.
During all this, Hisako was oblivious to these changes and rose to the position of Clinical Lead. Once solidified in the position, the Otori family heads pushed Director Yasue Yagi to step down from the position, and elected Hisako Otori to the director position. While this completed their take over, Hisako used the position for good. Using the familial wealth, the hospital went through a complete renovation, where they had purchased brand new top of the line medical equipment and provided funding towards better medicines. A piece of good that was twisted by Tetsuya Otori to give the family a better standing.
Inaba Otori was a different story. The Commissioner of Karakura’s Police Department was the main tool used to keep the Otori family in power. Any officers who began to raise any questions to the family gained a raise to their pay to keep them satisfied with their chain of command. The commissioner was an individual with a sly reputation. Individuals with connections to the Otori family or were deemed useful to the family were released with a lax judgement, while political rivals were found guilty with incriminating evidence. The police department became the weapon of the family, silencing anyone who spoke against them. Multiple missing people cases went cold under the command of Inaba Otori.
However, things did not all go unseen. The Otori family hired a group of criminals to assassinate a political rival, Chizuru Kato, for discovering aspects of their plan. Kato, upon discovering the extent of their corruption, tried to formally complain to the Japanese government. With the death of a prominent governor, Captain Junpei Saiky led a small group of officers in an investigation which uncovered the Otori family were the culprits. Saiky had to keep all the evidence hidden from the commissioner to continue the investigation, proving to be difficult with the idea of one of the officers taking the Otori family’s side in this case. However, it did not take long to uncover much more evidence, due to the commissioner’s overconfidence which created a trail of misdeeds.
The news of the case eventually circled back to Inaba, who then held a routine meeting with Saiky. There, he discussed a raise for the captain in exchange for destroying evidence and dropping the investigation. Inaba made claims that the people were happy with the Otori government, and there was no harm coming to the people to lead to the system being destroyed. This conversation failed, and led to the two escalating to exchanges of threats. Commissioner Inaba Otori left the captain with parting words, reminding him of what happened to the Kato family.
One year following the discourse between Inaba Otori and Junpei Saiky, the captain had amassed a new complete picture of the family’s misdeeds. The information was spread across the island, leading to the Otori losing all their influence and power overnight. It began with Mayor Tetsuya Otori being impeached from his position and being imprisoned in 1954. A year later, with much in part due to the public sentiment towards the family, Hisako Otori was forced to step down from the position of director, allowing Yasue Yagi to return to the hospital. The final member remaining was Commissioner Inaba Otori, who remained in power for two full years after the start of the family’s downfall. His misdeeds were being investigated by the Japanese government, who replaced him with the captain who uncovered the family’s mystery.
With the family’s tarnished reputation and public hatred, they slowly began to flee the island to the mainland. News of all their misdeeds was kept quiet, so their influence remained in their new sanctuary. Those who remained on the island were treated as villains. Hatred led to the misdeeds the family was put through to be ignored by police. The last members of the family left before the turn of the century, fully putting an end to their stay in Karakura.
