Neutral / -1 If the chest is at your place, sure im sure staff can remove the sign if the banned player gave permission. But if its on another property that you don't have claim to, there isnt really anything you or the other person can do about it in the long run.

-1 no, this is not something that is needed and most of the things on 'being held back' is mainly a North America type of things like Frenzy said. And adding on, Japan doesnt hold back students(Its rare they do). They get forced to the next grade and if they flunk out, they flunk out/Dropped out.
