As mentioned previously… you can’t break someone’s leg for insulting. That’s against the rules since breaking an entire leg needs majors. This is stated in the combat rules as well already; there’s a clear answer

If they have a spiked bat, they don’t need to approach you. They already out range you. Meaning, they can automatically attempt to 1-hit KO you. The minute they attempt to and fail their roll, you get majors on them regardless

Harassment against bears *does* give permissions. Permissions work just like they would for human characters. If a bear is being verbally harassed, at one point, they get minor permissions (but no, they cannot cause a deepened wound without majors).
