making it a safe zone feels very unnecessary. Sure it's packed with CCTV and possibly police officers, but there are other places packed with CCTV, doing anything there would be stupid too, and yet it's not necessarily a safe zone.
+1 I think the detail PotatoMan is talking about are necessary in most roleplay situations in order for people to know who is grabbing, hitting or doing something else to who. It's incredibly annoying when people don't mention who they are actioning towards with their actions.
