Yeah, you explained it perfectly. Maybe the speed attribute could also contribute to the speed of the bike?
It was changed in colour order to help people with Red/Green colourblindness.
The colours were dimmed down due to people with sensory issues with brighter or more neon colourations.

The 2019 Disability Pride Flag has been changed since due to the colour arrangement being changed and it being extremely bright/neon coloured.
