your DMs are off

i tried everything to fix this, i ran 1.13.2 at least once then got optifine for 1.13.2 and tried joining but wont work. i also tried the server resource packs on enabled and prompt but wont just work. anybody can help?

can somebody help, i tried all the fixes for this but i cant join because the resource pack cant be downloaded, im on optifine recent version 1.16.5 and i have the server resourcepacks on enabled i also tried with prompt but wont work. any advice?
