Apartment Issue | I can't break blocks.

APARTMENT COORDINATES (F3 TO VIEW): 1432 58 1284
ISSUE: I can not break any blocks that were previously placed by the last owner. I can break my own blocks that I place though. The /apartment reverse command doesn't work.
ADDITIONAL INFORMATION: These are just a few screenshots but it does this with every block in the apartment that I have not placed.
