I swore this was already made possible a while back, but I was told by a staff member it is not possible. But, the apartments owned by permanently banned players, especially if their apartments have 100+ days left of rent on them, should be able to be unclaimed by a staff member. Nothing else to explain about it.
EX: /apartment unclaim <ign> or /apartment unclaim (Then the apartment door you are looking at is unclaimed yada yada)
