Blocks Changed/Build Permissions

ISSUE: Could I get the dirt/extra random blocks lining my staircase to become the normal white concrete block please and thank you. In the top screenshot I'm also showing that I don't have full build permissions on my basement. I would also need the ceiling to be changed to spruce or anything but dirt that would be a ceiling Finally, My build permissions don't go high enough, I cannot build anything on the top of my roof as other houses can go way higher than their roof.
