Look, I've made this suggestion before and it was actually put into practice; I even saw the lightning again on the server, but it disappeared again. As mentioned, thunder is a normal natural occurrence and shouldn't be prevented from happening. Furthermore, the server has its own timing for rain with lightning, but the lightning doesn't strike.

How will this benefit the server and community?:
This is something common in nature and also helps to further expand the lore of our characters. If the lightning was supposed to be happening, I will report it to the Bug Report.
 
+1 I was once struck by lightning in the server, it pretty much gives a huge debuff, by making you slower, obscuring your vision and etc
 
I believe this is still naturally on the server with the debuffs implemented however its got a low rarity since from my knowledge the lightning can also delete vehicles if you are struck while riding one
 
Not even a week ago, I saw lightning strike DIRECTLY in front of me in-game (two other officers could vouch for that, as we all had IC reactions of surprise) and two days ago, people mentioned the tea house at the shrine got struck by lightning as well (at least, I recall as much). So, I don't think your suggestion is applicable right now. The bolts absolutely still come down and strike, you simply haven't seen them striking as they are exceptionally rare and only occur during a proper thunderstorm, which is distinct from regular rain. It might even not trigger during a regular storm(?) and have to be a specific type. The symbol for the weather changes to reflect if it's a storm with lightning chance, I think. Cannot confirm though.

Making them a more common occurrence could work? Maybe? During a stormy season or something, perhaps. Just not all the time, though. If what Lycheeru mentioned is true, there's very strong cause for keeping it rare, not to mention that having people constantly flooding EMS for lightning strikes is kind of a crazy thought and I'm sure the EMS workers would appreciate not being swarmed by freak cases of lightning striking everyone down. We had a really big storm event happen not TOO long ago, as well.

Those are really fun, but it's good to keep them RARE!
