Ceiling glitch?

APARTMENT COORDINATES (F3 TO VIEW): 1737 75 1354?
ISSUE: every time my friend and i, try to place a block going up to the ceiling, it says "you can not place that block there. we bought this apartment a couple days ago and it still is glitched.
ADDITIONAL INFORMATION: just need some help with it, without the block up there it just looks weird.
