Items that create sound have been a bother to many people for more than a short while, and it's surprising that little to nothing has been done to remedy the obvious issue they create: lots of noise from anonymous people. Because of this, I propose two changes:

First, there should be a short cooldown on these items. This would prevent the most obvious issue of people mindlessly spamming their instruments, making it more difficult for them to disrupt peoples' roleplay and be generally more annoying as a person.

This suggestion would remove instruments' original purpose, which was to play music on. As a way to somewhat satisfy the people who actually used them to practice and perform real music on the instruments, we could implement a list of pre-loaded songs that could be played, similarly to how the cell phone functions. You'd select your song from a menu, and then your character would play it on whatever instrument they are currently holding. It would be a good way for characters that are musically dedicated to express their hobby in a more realistically achievable manner, compared to spending actual OOC hours practicing. Anyway, here's Wonderwall.

Second, a message in chat should appear when somebody uses their sound-creating item, similarly to how a message displays when somebody receives a call. This would allow us to know exactly who a sound is coming from, as currently it is far too easy to just hide in a crowd or classroom and produce noise without consequence. This wouldn't be an issue in tandem with the cooldown suggestion as, assuming the cooldown isn't short, messages wouldn't come out in a succession rapid enough to disrupt the flow of roleplay.

Individual players shouldn't need to accommodate for people who are (almost unanimously) objectively annoying. The solution you've proposed is easy, but it doesn't do much to actually solve the issue at its core, that being players spamming their noisy items.

Why should we using the guitar have to bend for you? I can make the same argument either way and in the end it makes it easier for both parties to have you mute the sound of it, the guitar falls under a sound that isn't used for stuff besides music and ringtones so you don't miss much anyway.

instead of turning your volume off just turn player sound off, then you'll be able to still hear other things, you just won't hear the guitar, violin, airhorn, etc.

I agree with the second and sub-sugggestions, the player base should not have to fix there settings to just not get a headache and certain objects like instruments should be solely capable to provide noises. Most the people who use objects with sounds just do it to be annoying. Someone who just wants to relax and then just casually heard something of the sort isn't ideal.

Here's my opinion on this:

I think that a cooldown for instruments would be unrealistic. Imagine trying to play a song with 5 second stops in-between. In my own personal opinion, I think that would annoy me more than someone spamming the same note over and over again. Also, I dislike the fact that if someone spams the instrument, that it would call them out. If you find it constantly irritating, please turn off the necessary sounds. Just because Tom Brady is shredding his guitar, it doesn't mean that he should get asked to stop it in LOOC. This, especially if the strumming is roleplayed out properly, would be taking it out-of-character.

Kind of unrelated but since you mentioned it, I don't see any point in a format in a section based on feedback and suggestions. As long as what's being said is structured in a way that addresses the presented issues, then why bother with a format? Also, why is it necessary to include our IGN? I've never understood that bit, personally.

I can understand why people wouldn't want a cooldown on instruments as it's actually quite fun to learn how to play songs, and showing off your practice is a cool way to add a special flair to your character's talents. Unfortunately, I've seen only a select few players take the time to do this; most people with instruments either rarely use them, or play them in a way that's disruptive to other players. I'm not claiming that every single person is like this, though I'd argue there are enough to raise at least some level of concern.

If you're in a large crowd of people and some anonymous player begins spamming their airhorn and immediately hiding it, then you'll simply have to deal with it. As it currently stands (as far as I'm aware,) even staff members can't do anything about people who do this, unless they start checking individual inventories. It's easy to tell people to lower their volume, but not everybody is going to do that as it's an inconvenience for them further down the line.

Having these items tied to a message in chat would simply make things much more convenient. I'm sure some may consider it to be "meta" to be able to automatically tell which specific person is playing an instrument, but if they were properly roleplaying the instrument in the first place then it wouldn't be a problem. If it was common practice to do an action before using a noise-making item, I wouldn't have suggested a message to begin with; unfortunately people don't take the time to actually write down what they're doing, which heavily reinforces the need for something like this.

If it's an issue over the potential spam it would create, perhaps a timer could be placed onto the message? Meaning, if it's sent once then it wouldn't be displayed again for a short period of time.

I feel like this would cause chat spam as well as an annoyance to our ears, -1 on this section. But i do agree they are an issue, i like to have my sound on but when rping in school and the plaza for example airhorns are far too common..
