Does this error means that the server is offline?

Today i tried to connect to the server and this error appeard:

Failed to connect to the server

I hate it when it does that, it takes 2-3 hours for it to start running on my computer. ;-;

No one can really say, well only Ducks, but maybe they are fixing a problem the server has.
