Glitched Apartment layer?

APARTMENT COORDINATES (F3 TO VIEW): 1671, 62, 730

ISSUE: The entire top layer of my apartment is suddenly unable to be edited. It doesn't give me any errors in chat. It just doesn't let me break any of the blocks (It just replaced them, as if it's server lag. . which it isn't because I could remove everything else.)

ADDITIONAL INFORMATION: Just trying to do the entire interior of my apartment, can't really do much when the area won't let me remove anything.
