without discord, you won't be able to communicate with the council/the faction so yes,
but about teams, it depends on the captain!

As stated by the forum users above, most factions will require you
to have a discord account communicate. Nonetheless, you can either engage
in GangRP, which shouldn't require too many discord interactions and is completely
player-ran, or try to join a team whose captain allows people without access to discord​
