Project HAARP was a corporation started by Yazhu Xiuying in 1996. Which started out small as a small company manufacturing and selling bed sheets and then went on to be a big corporation that was involved in carrying out classified experiments for the government.

Yazhu Xiuying started 'Xiuying Garments' as a small business manufacturing and selling bed sheets. The profitability of this was fairly low however it was enough to put some food on the table and put a roof over their heads, which was enough back then.
1998 SUMMARY
Everything was fine for 2 years, the company expanded, business was better than ever, and Yazhu had much confidence in his business succeeding.
With his his overall entrepreneurial skills also grew allowing for him to make new and improved business decisions to lead both his company and his work force ahead with new and exciting ventures.
2005 SUMMARY
Xiuying Garments was a massive success and was the leading manufacturer and seller of bed sheets in all of Japan and China The company eventually expanded into multiple Asian countries.
2011 SUMMARY
Yazhu passed away in a horrifying incident, on a busy workday he was making a bed sheet instead of a worker doing it since they had a worker shortage that day, Yazhu got his hand lodged into a machine, causing it to think his hand is a bed sheet, it dragged him into the machine and died while inside the machine. His son Hiroshi, eventually took over the company.
2013 SUMMARY
Hiroshi turned the company in a different direction, Hiroshi eventually sold his dads company and used the money to conduct research into portal and missile technology, renaming the company to Project HAARP.
2016 SUMMARY
Project HAARP's funding had helped their research tremendously and increased productivity and success rate up to 27% more. Hiroshi's team had come up with a big portal device that was able to fire a beam into the sky, hitting a satellite that corrects its aim so the beam could land at the desired location for the teleportation beam to send matter through the beam. HAARP built a portal facility under Taketatsu Highschool's football field as it was large and cheap.
2017 SUMMARY
HAARP's first teleportation device was ready, its name was PROJECT GHIDORAH-5SX77. 5SX77 was ready for its first test firing. Everything goes according to plan, the beam was set to teleport to Washington, America. The test dummy team was ready to step through the portal beam. They got the go-ahead and entered, their bodies instantly combusted once in the beam, coating the room in dark red blood. Blood leaked into the portal equipment and control panel and the beam malfunctioned severely, destroying it in the process.
Head of Military found out about the incident at HAARP Labs and exiled Hiroshi and his family to China. The rest of the HAARP staff was placed into witness protection and the HAARP lab got converted into a sewage plant for the city.

Project HAARP is supposedly re-launched, with the announcement of there being an on-coming transport vehicle scheduled to head directly through the centre of Karakura City. Citizens don't appear to worry alongside this the emergency services do nothing too drastic aside from simply bump up their alertness alongside their level of protection.
The previous 'sewage plant' seems to be re-turned to it's original state, named the Project HAARP 5SX77 Mainframe - This seems to happen right under everyone's noses except people fail to acknowledge this and choose to simply brush it off.
This shipment carries cargo which is unknown to near enough all. However, the opportunity is there for citizens to find out. Maybe it's carrying olive oil? Some fuel?.. Or something far worse..
