Pending Multiple glitches in my friend and I's apartment! (it's literally so bad please)

USERNAME: obeselobster (my friend's name is DedIsGone)
APARTMENT COORDINATES (F3 TO VIEW): 1251, 53, 1102
ISSUE: You can only place blocks on the floor, anything above will not place there as 'you do not have permission to build in this region!' It also kicks you out of editmode if you are not standing on the floor (if you were to jump, or place a block on the floor and stand on it it kicks you out)
ADDITIONAL INFORMATION: some screenshots of the issues below (we are also just splitting rent for the apartment, i am not the owner but i am an admin/editor and have keys)
