I wish to turn an idle area in the map into an useful one.
which area?

The one close to block C and A, behind the beach. I believe it used to be an estate a loooong time ago, but it changed and now it's just an empty and big area in the town.
HOW WILL THIS BENEFIT THE SERVER/COMMUNITY?:
As stated in a few feedbacks here, in the forums, we need more apartments / houses in order to enhance roleplay and serve as a place for people to live in, bringing more realism to the charcaters and, also, expanding player's storages (allowing them to have more items, etc)
An example that make this housing issue, explicit, in my opinion, is people using their own apartments as a room-renting apartment, showing how we need more places for people to live in, making this area an opportunity to make this problem, slightly, better.
Of course, adding a state would not be a major help, however, it would be a good addition for new players, since all the other states are owned by 'old' members, serve as housing for 10-30 people, who COULD let their current apartments free and move to this new place and, also, be an opportunity to enchance businessRP and develop the lore of new families / groups in the server.
