Region doesn't cover full apartment

APARTMENT COORDINATES (F3 TO VIEW): 1245.20 / 34 / 825.62 - J block 204
ISSUE: We can build everywhere except the top layer of space.
ADDITIONAL INFORMATION:
Currently have an additional roof we made to cover it so we can still put deco lights around but we wanna get rid of it so we can have it more open. It just doesn't let us place anything on that top layer of air. Asked a staff if that's normal and they said to come here and make a post. If it's fixable that'd be great! Thank you :D
