Resource pack issue

Hello I'm having issues with the resource pack like its loading but its broken because everytime it loads the texture is just pitch black the buildings and everything are pitch black but the outlines are there also lots of the blocks aren't loaded in like its stuck in the stage where your rendering things in but its frozen half way through the process. If anyone has a solution please message I'm willing to try anything also I have gotten optifine and its not helping at all. Here is an image of what I see sorry I had to open up the game menu to get the screenshot because I have so many issues with retrieving screenshots with this computer but the background is what I see.

Here are a few solutions you can try:

• Try clearing your serverresourcepacks folder (found in your .minecraft).
• Try to properly load the resourcepack using the steps below
  • Make sure you're running 1.13.2 or above
  • Make sure resourcepacks are set to 'enabled' or 'prompt' via the multiplayer menu
  • Download and install the latest stable version Optifine for 1.13.2 or above https://optifine.net
• Attempt to reload your textures in-game using F3 + T
