Unable to break/place blocks in a certain area

APARTMENT COORDINATES (F3 TO VIEW): 1233/45/1251
ISSUE: There are a group of blocks in the center of the apartment and you can't break them but you can place things around them, I'm also unsure as to whether or not if they were broken would we be able to place blocks there or would it just not let us place blocks in this particular area at all.
