Unable to rank up

I've played for several day/night cycles worth of time but it seems my grade wont go up, i keep getting a message syaing im max rank despite still being grade 7, as shown below
My Username is RedAbaddon
I'd like to request a rank up to grade 12 so that i wont have to continnue dealign with this problem
