What's the title of your suggestion?: Use Character Model Furniture as a Way to Make Karakura Feel More Lively.

After checking out the new beach build and remembering all of the recent major builds I keep thinking about how NPCs could help "bring certain areas to life" or make them feel at least like there are more people in the niche areas without having a player ran faction for every part of the town.
Obviously if there was an NPC for every part of the town the server would definitely have a lot more lag... so NPCs are off the table. Though what if instead there was furniture character models put within random locations to give them a bit more liveliness? Some areas include: Arcade, Cinema, Shopping district market, gym, beach resort, beach shops/stands, and more. They don't have to be spammed of course as the primary focus should be on roleplaying with other players, but I think it would still be something fun to introduce.
How will this benefit the server and community?:
I think it would help make areas not look completely abandoned, and bring more life to the town as a whole, even if they are just stagnant people models.
