Why cant we apply as choir or band?

I have looked all over forums and didnt find where u can apply for choir or band can some1 send me the link?

If those ranks are closed well then.... can they re-open? if they do some people can apply and it can make a nice event where the choir and the band preform for the principle or somthing

And there not things you audition for - which I believe they should.
Ducks promoted people who wanted to be in them to their positions a few months ago, I seem to remember.
