Can I bring back a char?

I was wondering if it is possible to ask for a char back. I had a bear char and then the KPD put her down with the help of a doctor. I did not have any consent in this. She was put down for the reason of killing someone, I did not know that she would be put down if she did. Queenie the bear was loved by many, hated by some, a mother to all, a kind yet dangerous soul. Because I did not have consent in the killing of Queenie I would like to ask if that could be voided and I could have her back. I know that the answer is going to be a no, but I would still like to try.
