The ‘FINE’Print: All of KPD Fines and what is the least and most common ones

We all hate losing money, especially when it comes to losing it to fines that police hand out. There are a variety of fines ranging from small ones like Jaywalking to much larger scale ones like starting a riot. These fines range from prices such as a measly 5k, all the way up to a whopping 30k, which can easily add up as you can have multiple fines stacked on top
Though, despite these fines being so common, people still don't seem to know some of them, or know what some of them do/mean. So today, I’ll be discussing all of KPD’s fines
All of KPD’s Fines
As stated above, KPD has a large variety of fines ranging in price. So knowing what each fine is and how much it's worth could be useful to prevent losing money to these fines in the future. Below is a list of ALL the KPD fines that they can hand, and the information on each fine:
JAYWALKING - 5k
Definition: “The act of crossing or stationing in a road unlawfully without care of traffic”
Example: Skylar Tsu crosses the road where there is no crosswalk
FAILURE TO POSSESS A GOVERNMENT ID - 5k
Definition: “The act of failing to possess an I.D. when it is required for a police-related procedure”
Example: Niklas is being patdown for having a mask, and when asked for his government I.D. he doesn't have it on him as he left it at home
ILLEGAL POSSESSION OF 20+ ITEMS - 5k
Definition: “The crime of an individual under 20 actively possessing alcohol or smoking tools”
Example: An 18-year-old was caught in possession of alcohol
Addition Information:
- This fine CAN be stacked, meaning for every 20+ item an 18-19-year-old is caught having, they will be fined (If they have 3 bottles of alcohol they will be fined 15k)
- The alcohol is confiscated by police afterwards
DISRESPECT ON A GOVERNMENT OFFICIAL - 5k
Definition: “The act of acting unlawfully disrespecting an on-duty government worker”
Example: An inmate insults a KPD officer while in the cells, calling them names such as ‘pig’
LOITERING - 5k
Definition: “The act of deliberately remaining in a particular area that affects the flow of public services”
Example: 3 citizens are standing in front of the EMS door talking, which could prevent entry for other people
PUBLIC INTOXICATION - 10k
Definition: “The act of being drunk in a public area”
Example: Someone is 10% drunk and walking around the plaza
Additional Information:
Any percent over the legal limit, which is 0%, can be considered drunk in a public area. So even if you are at 1% you CAN be fined
DISORDERLY CONDUCT - 15k
Definition: “The crime of behaving in a disruptive manner to themselves or others in a public via physical or verbal ways”
Example: Two people are sparring in public and result in KPD believing there is a real fight going on
DISTURBING THE WILDLIFE - 15k
Definition: “The crime of intentionally interfering in the environment of a wild species regardless of the intent”
Example: A group of college students choose to hang around the bear cave and a bear despite the bear showing clear intentions of wanting to be left alone
INSTIGATING PUBLIC DISTURBANCES - 15k
Definition: “The unlawful instigation of violent protests”
Example: Someone declares that KPD should be attacked and broken into due to Hiroto Akihito’s behaviour and charges
POSSESSION OF UNPRESCRIBED MEDICINE - 20k
Definition: “The unlawful possession of any sort of medical item without a required prescription”
Example: Someone has crutches but doesn't seem to have the prescription for them
Addition Information:
- This fine CAN be stacked, meaning for every medication someone has without a prescription, they will be fined (If they have 2 crutches they will be fined 40k)
- The medicine is confiscated by police afterwards and returned to EMS
BRIBERY - 25k
Definition: “The crime of an individual attempting to prevent the work of an officer through bribery.”
Example: Someone attempts to bribe an officer for 25k to prevent them from patting them down
POSSESSION OF A FAKE ID - 25k
Definition: “The crime of an individual possessing a forged government identification.”
Example: An inmate had a fake ID on them, and when they were arrested KPD found out their real government information
Addition Information:
The ID is confiscated by KPD and burnt afterwards
ILLEGITIMATE POSSESSION OF BATS/BALLISTIC MASKS - 25,000 ¥
Definition: “The act of possessing a ballistic mask(s), bat(s), or any legal weapon (with bat stats) while having a felonious criminal record”
Example: Yeager was being patdown when he was caught with a felony while having 2 ballistic masks
Addition Information:
- This fine CAN be stacked, meaning for every bat/ballistic mask/legal weapon (with bat stats) someone has while having a felony, they will be fined (If they have 2 masks they will be fined 50k)
- The items are confiscated by police afterwards and burnt
HARASSMENT - 25k
Definition: “The act of harassing or disturbing an individual in any way. This includes, but is not limited to, blackmailing, defamation, stalking or intimidation”
Example: Someone pushes someone to the ground and makes fun of them
IRRESPONSIBLE DRIVING- 30k
Definition: “The act of driving unlawfully by driving on the wrong side of the road (the right lane), or doing a turn in the middle of a roadway”
Example: Someone keeps swerving in between lanes
Though there are a lot of fines to keep up with, knowing them and knowing how much they are can save you some trouble. Cause no one wants to lose their ballistic mask AND be forced to pay 25k
Though the question remains, out of these 14 fines, what truly is the most common and least common fine that KPD officers hand out? And how much do they truly make a month from these fines?
To get the most accurate results for what was the most common fine, I chose to send a questionnaire to KPD asking 3 simple questions. What was the most common fine they have handed out, what was the least common, and how much did they think they made per month
MOST COMMON FINE KPD HANDS OUT
A pole was sent to the officers, and 13/26 were able to respond. Out of those 13, it was a tie between illegitimate possession of bats/ballistic masks and failure to possess a government ID with 38.5% percent. 5 officers voted for the bats and ballistic masks, and 5 other officers voted for failure to possess a government ID. The other 21.1% of officers voted for that their most common fine was illegal possession of 20+ items
These fines alone can tell us a lot about our city and how it's run. The fact that 38.5% percent of officers voted illegitimate possession of bats/ballistic masks shows how common it is for citizens to not just have felony charges, but also be openly carrying bats, legal weapons, or ballistic masks on them at all times. Then, of course, the other fine is not being in possession of a government-issued ID, could this be an issue of the inactivity of town members in the town hall? Though that is a report for another day
Either way, these fines alone open up a new door and reveal to us how our city is sometimes. But what about the LEAST common?
LEAST COMMON FINE KPD HANDS OUT
This time the votes are a lot more scattered out, though it's still between a tie of two answers. 23.1% of officers voted their least common fine was irresponsible driving, which is the most expensive fine out of them all. Another 23.1% percent of officers also voted the least common fine they have handed out was jaywalking
Meanwhile, 15.4% of officers voted that their least common fine was disturbing the wildlife, and disrespecting a government official. The other 7.7% bribery, failure to possess a government ID and possession of unprescribed medicine
Now again this alone tells us a lot about our city. We see jaywalking occur all the time, it's a constant thing yet cops just don't bother to fine anyone for it. Irresponsible driving doesn't occur often, and when it does often time cops are too busy to do a car case as most of the time it will end in an arrest.
Now, with 14 fines and such a high crime rate, these fines can stack up quickly. However how much do officers make from all of these fines? Officers already make 400k a month IF they hit max quota, so with the help of fines how much higher can that paycheck become?
MONTHLY INCOME OF OFFICERS FROM FINES
I asked officers to give me an estimate of how much they believe they made every month in fines. A lot of them put 20k-50k, with the highest ones being 100k-200k. A bit of math led me to determine that the average amount of yen that an active KPD officer makes in fines is estimated to be around 47,150k. That's 11.7% percent of KPD’s total paycheck all just from fining citizens
Overall KPD fines citizens every day, and only the citizens are to blame for them getting fined. With KPD making so much from fines alone it goes to show either how little citizens care about being fined, or how little they know about the laws and fines. Either way, only time will tell as crime rises and falls
