I think would be better if the gang had the power to chose if they want to add consent for kps in case leaving to their gang rules or not. It would be on the player’s hand if they want to join a gang with that rule. But i do agree that to have that rule added to your gang you need permission...

-1 When I was part of KPD we used to give people points on their "driver's license" if they broke any laws using a car. It ended up barely being used AT ALL. It's something that does not happen much and only to have a custom item saying your name written driver's license is kinda useless...
