+1 100% yes. More rules may need to be added though to account for school hours (as Wethecreature mentioned) and how it works. Other than that, it seems simple enough. If it wasn't mentioned yet, logs should be an ICly thing (like jail logs) so you can see the status of friends/loved ones.

True, new things tend to be hyped up. They should also be slow too so people don't use them for transportation. Also, like jetskis, they were expensive and were rarely bought, therefore, expensive would be better to limit the usage.

+1 Realistically, playing sports will make you tired and hungry. However, ranked players are at an advantage with /feed, thus P2W. This would definitely solve the problem. IC sports are all about skill, and running out of hunger during your big moment would suck.

It only takes one person, and if it's truly annoying, that one person can step up and report it. If no one wants to take the time then they can either ignore it or move somewhere else.
