Yeah, the server doesn't know you're typing until you've sent a message. The AFK tag works cause your player's position is available to the server, and hence can track how long you've not changed position for.

Humans was the other at launch (w/ elves and dwarves); Venari became playable later on. Iirc, the general viewpoint of denied whitelists was that denials allowed for corrections/improvement, not just outright 'do it from scratch'.
