WHAT YOU NEED TO SUGGEST OR MENTION: The reintroduction of weapon licenses.
With the new release of weapons being able to be sold to any citizen in Karakura, a lot more people are going to be investing into illegal weaponry. However, not everyone who purchases a weapon is typically a GangRPer or troublemaker. Some people may purchase something as small as a PK for means of self defense. I, being one of those people who don't GangRP, had one thought in mind when this announcement was made: "What about the cops?"
By this I mean the constant confiscation of illegal weapons, without an interrogation. It's ethical to have that done, yes, but some of us just want a better chance of our characters surviving. And though the weapon vs no weapon = honor rule has now been abolished entirely, in reality, there's still a higher chance of survival for those that wield a weapon.
ANYWAYS. The filtering process for those that would be able to obtain a weapon license via application would require both OOC and IC reputation. Bans, previously arrested characters, gang affiliations, etc etc. IC means being why your character should be able to own a weapon license, previous arrests if any, blacklists from any public establishments, school discipline record... etc etc. There would also be a list of certain weapons that one that holds this license could carry.
I would assume weapons like the pocket knife, knuckledusters, and perhaps even the crowbar. Nothing major, and the license doesn't cover any other weapons that the holder chooses to purchase, and is still subject to fines and arrest if caught having possession of any other weapon that isn't license-protected.
Some may be asking, well how would cops know who has it and who doesn't? Obviously getting the accepted application constantly would be a hassle, so that clearly wouldn't work. I'd think that the best idea for a weapon license would be a custom item, being much like the Fake ID but maybe- red. If that doesn't work out, the KPD can have a list of all owners of the weapon license.
Some of us just want to be a bit more protected and don't have the intention of wreaking havoc.
