Please allow us to use the /baltop and /bal <IGN>.

HOW WILL THIS BENEFIT THE SERVER/COMMUNITY?:

We're wondering how much money our friends have in cash and in the bank, and it'd be fun to roleplay with someone who ISN'T poor. These commands should be taken OOCly, and it will be easy to add such commands because they already exist, and they are desperately needed right now.

If you think a balance decides how good a roleplayer someone is, you're wrong. I'm sorry that you feel that way and hope you find somebody who changes your mind soon :)

This suggestion would also allow for metagamers to find out who is suitable for mugging and who is not, which is a no-no.

Would make sense in a competitive server, but roleplay? Not really. Would be an interesting thing to see but it would only fuel people's curiosity. Roleplaying-wise, it can be asked ICly or if someone claims to have less than 5k when mugged, they can just send SS. No need to add an extra command.
