Newer players are definitely not aware of these rules TRUST me..
For rule 59 - scholarships, I had to do a LOT of digging to know how to get a scholarship and keep in mind that was when I had already been playing on the server for 2-3 years. Also another thing is that in a tryout, if a highschool student wants to get a scholarship, not only do they need to have said record, but the tryoutees with a college tag must be 1 or less of the amount of spots open for a highschool student to be able to tryout for a scholarship. For example since I'm not sure how to word it correctly, if a team hosts tryouts and there's 5 spots open, there must be 4 people with college tags or less for a HS student to get accepted. I did not know that the first time I tried out AND another friend of mine that I tried out with. But I will be honest, it's a bit more easier to get a college tag now that education credits are a thing. THOUGH at the time my last resort was a scholarship.
Like to be honest, if I was somewhat new and I wasn't someone who has devoted most of my playtime on basketball on this game and went for a scholarship I'd just lose interest in an instant lawl .
Anyway, I don't understand why it's such a big issue to not have these rules public, it makes everybody's time LESS difficult. Not having these rules 'public' is like reading a manual that gives you half of the instructions..
