Furthermore, some moderators accept it without even needing to specify how the character knows Japanese. Which makes this "rule" useless. And when they do mention this rule, it gets frustrating because I didn't even know it existed.

being able to get a language with an app that looks like "my character is from x place so they speak y language". is never a good idea.

"japanese" is by far the easiest language to apply for, your char literally has the motive to learn/know it already- they are on a damn japanese island.. if you cannot reason why they should know japanese, maybe you shouldn't apply for a language to begin with.
And that makes the point, if my character moved to Karakura and learned the language in Karakura, with the help of others who already knew it, doesn't it make more sense? The reason is that the character, by his natural origin, should already know the main language of his origin before Japanese.
