The KPD Riots

Nicholei Popovich’s death outraged more than just your typical crowds of criminals… but why?
[!] The details of this document are not to be taken IC, but considering the vast amount of news reports and witnesses, asking around about what has caused these events in character might serve you well.[!]
A special thanks to @L.F.Fox for providing the in-depth details summarizing the riots used upon this document, and to @Prosthettics, @ryabh, @hebwig, and @Minobu for managing the recounted event and making sure all went smoothly for each and every side.

Prologue
The 4 deaths that happened upon the 21st of August left the town of Karakura in havoc. Nicholei Popovich, the victor of a trial that barely had minutes to live after it concluded. Raleigh Delgado and Trey Allemburg, two officers killed without warning who were just trying to do their duties. And Preston Herrington, responsible for the carnage that led to even his demise.

If one thought that the gang-ridden city of Karakura would move on after such events, not to mention the surprise of controversial figure Alex Koji being elected as mayor after Suruga Sengoku’s resignation? Well, they would have been incredibly incorrect.

The Motive
Each and every death upon that day impacted Karakura.

Raleigh Delgado and Trey Allemburg were two officers, and naturally risking your life for the good of Karakura is within the job description. But the men had no warning as their old boss turned on them for the worst. Both Delgado and Allemburg did not make it back to their families after what should have just been a simple trial.

Nicholei Popovich; once associated closely with the Black Market, and perhaps an icon to the gangs of Karakura. Successful, one of the few in Karakuran history that had truly managed to sue the KPD and come out a victor. But above that, he, like the officers, also had a family that he would have come home to.

And Preston Herrington. The Commissioner of the KPD. Or, at least he was. A man afraid of all he had to lose, choosing to take the lives of two officers, once cadets under his supervision, and the man that held a victory over him, all to try to protect himself. But dead men cannot explain their motives, and so when Nicholei managed to fire a final shot at Preston, all of Karakura’s hope for an understanding after interrogation, and Preston’s hopes of escaping his fate died with him.

The people of Karakura began to question it all. Were the criminals of the gang-plagued city correct all along? Was the KPD the real threat at hand? Why were they left without an answer? How did we know this wouldn’t happen again?

Was Preston Herrington working alone? Or did his corruption poison more of the KPD that Karakura just didn’t know about?

And not to mention; the underground criminals of Karakura were outraged. Nicholei’s death proved that they were right all along; the KPD, in their eyes, truly was corrupt, all the way up to the Commissioner. And the families, the families of the 3 victims of that day never got the closure they could.

If there’s one thing Karakura knows how to do, it’s to fight.

So they did.

The Riots
Many were startled awake as it all began. On a simple Monday morning, commotion filled the air surrounding the police station. Fueled by the intolerance for injustice, tired of putting up with corruption, and constantly getting the short end of the stick; dozens surrounded the building demanding answers.

The gathering started fairly mundane; protesters arrived with signs in hand, speaking out against the events that transpired during the preceding courthouse chaos. Most were demanding justice for the killing of Nicholei Popovich, which, only days after the “freelance rapper” (as dubbed by news reports) died, the KPD was less than thrilled to discuss.

The officers were quick to don their riot gear and confront the protesters whose cries for justice turned to yells of anguish and hate and as the crowd became more restless, the officers began utilizing pepper spray. In return, the rioters put on their own gear- gas masks.

At this point, there was no turning back. While some ordinary civilians fled from the scene, those who came prepared charged forward. The officers of the KPD were quick to barricade themselves within the station. Mindlessly, the rioters threw themselves against the wall, determined to break it down via sheer willpower and strength. Some even started to draw weapons, threatening the lives of those around them along with the officers trapped inside.

It took some time, but they eventually broke into the lobby. But by then, the officers had retreated further back into the station, closer towards the rear entrance. Sensing a possible escape, the insurrectionists were quick to encircle the building and block the rear exit.

In a bid to fend off any rioters from entering the building further, the commissioner ordered the officers’ weapons loaded and trained on the crowd before he himself fired a warning shot into the overhead rafters. This scared off some of the insurrectionists but only riled up the others. With little choice and the crowd closing in, the officers fired into the crowd. Rubber bullets aimed for the stomachs or knees of their target caused many to retreat, but a few animals and bystanders were caught by the bullets before the realization hit them too.

As luck would have it, for the insurrectionists, the governor, Annabell Sturm, arrived on the scene. Unlucky for her, she quickly found herself being held against her will; leverage for her captors.

And that was when it went too far. Reignited by seeing one of their own- a previous beloved Police captain, held against her will, the officers stormed forward and made it back to the lobby. Met by the insurrectionists, the KPD finally managed to turn the tide on the protesters.

What had lasted for undoubtedly hours was silenced in the span of fewer than 30 minutes when the officers finally let loose. Injured bystanders were met with assistance at the Karakura Hospital to their relief, and the riots that had plagued both officers and citizens finally ended.

Conclusion
The violent nature and high crime of Karakura are unsurprising to all. Street gangs with motives that might rival that of even the town’s most powerful Yakuza found themselves united over the same cause. And as the paranoia spread itself to even the more law-abiding part of Karakura, one thing was certain; the city was silenced, but would not be at rest anytime soon.
