Honestly, I see where you are coming from, but as some have said above, police deal with a variety of different issues, not just detaining people of Karakura or stuff like that. They deal with fires, and other situations IRL firefighters would deal with on a daily basis already, as far as I'm aware, so technically, KPD IS already merged with a fire department of some kind, just with no fancy tag/title.
