INTRODUCTION INTO THE SUGGESTION:
I think everyone at this point know, that you're able to fish anywhere. Whether it's the Ocean, the Pond, the SWIMMING POOL... or even the HOLY WATER AT THE SHRINE?!?!

THE IDEA:
I want to suggest for a plugin to be added, with which staff would be able to set in which water bodies you'd be able to fish in, and in which you wouldn't be able. That's really all, nothing else to add.

Here are some of the places, where I think fishing should be disabled.

It would bring in more immersion into SRP, as you obviously wouldn't be able to fish in the holy water or the pool.

Yes!! Fishing in the shrine is not allowed regardless, but unfortunately when people don't have to fearRP you, they don't tend to like listening. This would make our jobs a lot easier!

+1 there should probably be bodies of water that are not suitable for fishing. It breaks immersion.

The shrine ponds have Koi fish in them so realistically getting fish from there isn't impossible. I think the shrine pools should still have fish just an IC consequence if you are caught doing it.

K'know the message that woukd pop up when fishing in shallow areas? Something like "there are no fish here." Add that to those areas!

Adds to the realism! I wouldn't want any fish swimming around with me when taking an afternoon dip in the school pool..

Omg yes, this would be nice if able to be done without much problem for SRP. (╥﹏╥) It would definitely help with our pools specifically #JusticeForNonExistentFish
