It's a tiny change but I believe it would have an increased quality of life and bring more liveliness to the world.
The introduction of a "bell" button at the front desk of KPD/EMS/townhall might make players in the back-office aware someone is waiting in front. Sometimes people are working in the back office, or just talking amongst themselves, and people are waiting and thinking nobody is there.
How will this benefit the server and community?:
Giving players the option to push a bell (with a long interval such as doorbells to prevent abuse/annoying people) might give them a feeling of control and interaction. If you've rung a bell for some times and nobody still reacts, people are certain nobody is coming.
I'm aware there's a hotline, but I still believe a front office-bell would deepen the roleplay possibilities at the desks. Be it by making interaction happen, or the contrary.
