Background

It's hard to trace the founders, nor is it even clear when the timeline of their origin begins. They apparently surfaced as individuals, each seeking something important to them in this town. Finding each other along the same roads to the truth, they quietly formed a collective of information seekers. It would evolve into an obsession with knowledge, and eventually they had their sights on everything within the boundaries of Karakura. Their pragmatic, streamlined infrastructure was a stark contrast to the traditional ways of the Karakuran yakuza, an affront to their tenets.
Beneath the violence attributed to existing gangs, the intelligence collective known as Panopticon came to be. They watched as students went about their curriculum, as civilians managed their shops and started families. They watched as the gangs tore into the innocent, then into each other. Then, when Panopticon ran short on manpower, they simply turned around and awaited their pursuers. Many who stalked Panopticon would come to join their ranks, for they all sought the same thing: the truth.
So, what is the truth behind Panopticon's formation? No one can say for certain. However, among the few that know of its existence, suspicions have been placed upon certain girl who may or may not follow people around with a clipboard..."
Motives and Presence
"Panopticon's sole interest has always been information. Money, power, favour: distractions.
Their information cannot be bought with money. To them, information itself is transactional: to learn their secrets, one must surrender some of their own. Because they would rather remain neutral, they also exercise discretion with what they can share. Harder to gain than their intel is their trust, a fatal luxury they can rarely afford, even among their own ranks.
Members of Panopticon bear no gang colors, going about their day as apparent civilians. Unease would spread through their impression of omnipresence; unseen, yet they are friends, family, neighbours and classmates. Disquieting gazes and whispered secrets to challenge conventional shows of force. No one will hide forever from the eyes of Panopticon, and if they want to find you, chances are, they already have."
What makes us different?
Originally, Panopticon was simply envisioned as a gang that specialized in collecting intel, somewhat for the sake of being unique. After a while, it became a way to experiment with a gang that operated solely from the background with no real stake in the affairs of Karakura. They wouldn't care which gang was on top, what kind of reputation they had or if the entire town was facing a grand crisis (unless it somehow affected intel gathering). It was all about being there to make observations.
Presently, Panopticon is exactly what you'd expect. We trade and provide intel for both civilians and criminals, leading a fairly quiet existence. I'm coming up with events and interactions to hopefully break into some meaningful gang development.
The gang's vision is to become a significant catalyst in the realm of GangRP, possessing many points of leverage despite having no inherent incentive to use them. Panopticon's growth may be affected by how well they do their job, but in my opinion, it will be most heavily affected by how they handle their connections.

It was then reopened as a civilian initiative on August 15th 2023.
