Having a skin problem on my side not SRP. Please help.

I'll start with stating what the bug is. Skins won't show up whenever I log into minecraft (some do some don't but the most I've seen be loaded in was like 18). I tried downloading a new skin and it didn't pop up (became Steve) across every pc I've tried. That being said I want to remark everything I've done and got no results with.
1.-Restarted router.
2.-Tried every 1.21.x version.
3.-Tried no mods, no shaders and no client.
4.-Erased minecraft's cache (supposedly, just deleted the cache folder)
5.-Changed literal routers (Same distributor, different router).
6.-Deleted .minecraft.
7.-Obviously reinstalled mc (couple of times actually).
8.-Tried single player (still bugged).
9.-Tried single player without internet connection (same problem).
10.-Tried both srp and single player using my phone data.
11.-Tried different computer, same account.
12.-Tried different computer (another one, 3 in total), different account.
13.-Downloaded the pack straight from forums (jic).
14.-Deactivated firewall when opening mc.
15.-Think that's all.
If anyone knows what it could be or just straight up how to fix it please reply or just dm me at srwachin on discord. Ty to whoever can help.
(None of the things I stated did any progress).

When you go into the minecraft launcher and go under skins and click new skin and choose the file then does the skin turn into steve or when you join the server/singleplayer? You can try chaning the skins file type and see if that fixes it. I honestly have no idea what could be causing this.
 
It does pop up on the launcher. It just turns into steve whenever I hop on an actual world/server.
 
Wave wave. Here are some possible fixes that may help!!!
1: Completely uninstall and re-install Minecraft after logging out of your Microsoft account!
2: Attempt to use a mod such as essentials or try use a different launcher such as feather!
3: Attempt to search on redit or the minecraft website for people with the same issue!
4: Search your files for any recently downloaded mods/applications and delete them.
5: Try restart your computer
If all else fails try contact microsoft support.

after talking with him on Discord, we came to the conclusion that the problem is eiter on the ISP's side or Mojangs/Microsofts side.

He tried everything above, and nothing fixed it. He reinstaleld everything minecraft related, mods will not fix it, only thing i found on reddit thats the most close to his problem was something related with Bedrock Edition, and it was the ISPs problem in that situation. He restarted his PC multiple times.

How we came to the conclusion is the fact that the problem also occurs on other PCs connected to the same network. So it either is the ISPs problem or there's a problem on Mojangs side.

The problem is NOT that his skin doesn't change, the problem is that almost EVERYONES skin is the default Minecraft skin, so like the Alex, Steve and the other new ones.
 
Thanks everyone for the replies but after trying with feather and seeing it not work + all the other attempts I've done I have decided to let it be for a couple days. On monday I'll check it out with my local tech dude and if that doesn't work I'll just contact microsoft. If anyone has any other interesting suggestions feel free to send them through, always open to try.
 
Not sure if this will solve your issue, but switching to Google's DNS made things less buggy for me back when things didn't load properly on Minecraft:
  1. Type Win + R, input ncpa.cpl in the text box and press Enter (You can also just search "View Network Connections" on your Windows search bar).
  2. Right click the network you're using for Internet Access and open its Properties.
  3. Locate Internet Protocol Version 4 (TCP/IPv4) in the prompted menu and click a button named Properties.
  4. Click on the circle named Use the following DNS server addresses. After that, write these down
    • Preferred DNS: 8.8.8.8
    • Alternate DNS: 8.8.4.4
  5. Lastly, click on the OK button. You may need to restart your internet or PC for this to take effect

From guides I've seen online, it's best to do both of those to rule this step out in case it doesn't work.

When your internet can't reach Mojang's skin servers, Minecraft avatars default to steve and alex. There's a chance you could get some info from your Minecraft .latest log, but don't quote me on that

If you use vanilla Minecraft, you can find them this way
  1. Tap Win + R and type %appdata%
  2. Locate your .minecraft folder
  3. Locate a folder named logs
  4. Locate and open a file named latest.log
If you use another client like Feather, Modrinth or CurseForge, they'll have a similar structure, but you might need to start off from their profile folder rather than %appdata%.

The skin problem is still present even after resetting both the pc and router. I'm getting help ****yzing the log soon cause I don't really understand all the technicalities. Hope that gives some new info.

A bit of a bittersweet feeling this morning. I got up and checked on my main PC and it works on both regular MC and lunar, both with and without shaders. However, my smile faded when I tried it on my two other PCs. To give some more info on it, I did every suggestion I've seen here and even more that some people suggested in dms all in my main PC. It didn't work when I did them. But this morning I woke up and it was working. So now I don't know if what I did fixed it with a delayed effect or if it just fixed itself with time and I'll have to just "Wait and see" on my laptop. If anyone has any idea what it may be, please let me know. For now, I'll try and fix the other pcs with the same methods I used on my main one. Thanks to everyone that has already helped!

Skins are downloaded when you log onto a server. If you can't see skins, or can only see some, it probably means your connectivity to the skins server is bad or non-existant at all. Not sure if this has been suggested, but try flushing your DNS by inputting the following commands individually in your command prompt:
ipconfig /flushdns, netsh winsock reset, and lastly, netsh int ip reset

If the above doesn't work, your computer may contain a software, usually a security one, such as VPNs, third-party firewall softwares, anti-viruses or parental control softwares that may be affecting not only your computer, but also your net, and that may be blocking your connection to the skins server. Click here to see a list of softwares that are incompatible with Minecraft's services. If you don't have any of the softwares installed, you may consider getting an HTL scan following this guide and sending the log here (be sure to temporarily change your Window's username if it's set as your legal name if you're gonna send the log here). If there's a parental control software in your computer or net, you'll have to speak to your guardians. sry ure well of age

I have flushed the dns in my main pc and I believe that’s what worked. I’ll try it on my laptop again. By the way you’re good about the age, I’m actually a minor just used that fake age when I started cause I wanted to protect myself. Thanks for the help!
 
Update, my skins broke again on my main PC. Might be my ISP, if anyone has any other info please lmk.

I can open the link and see the skin in my main PC. I can't see the skins in RPH and I have tried on other servers and had the same results as I do in RPH.
