Help can't enter server.

So, I have a weird problem. Whenever I'm trying to login to the server it gives me this: io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection refused no further information
Is there a problem with the server or is it just my PC because this has been going for 5 hours now...

the server can sometimes crash, its real annoying and i think the staff are trying to prevent it, but sometimes it just cant be helped....
