How 2 make gang / family

So, I want to make a gang / family and as I was reading through the rules (rule 27) which says "After the leader of a gang/family has died, the gang/family cannot be recreated" so my question is do you just say you made one or do you have to go through steps?

Typically for most groups, you start with a few friends you've made through RP.
You discuss OOC on a possible group idea, have characters developed for such a group, and then just thrive.
It's optional to make a thread notifying people of your group, though suggested.

I know a lot of people will definitely disagree with me, however it is one of the most exhilarating things to do in RP. You can start a gang whenever you like, just make sure you have the members.
