I think I got scammed

I've been trying to get a fishing rod for a while now and saw something on the auction house that looked like a white hat but was named fishing rod. I bought it thinking it was a package and it did nothing. I have no idea if it really is a fishing rod and I'm doing something wrong, or if it is useless and I got scammed. Also how do I get a real fishing rod?

U can get a fishing rod at the fishing pond located on the right side of the Forest.

You can get a fishing rod in the same place you go to sell the fish you gathered! I recommend the fishing pond at 1941/17/840

The fisherman NPC buys the fish from you, and you can buy a fishing rod from him by clicking on this sign ---->

Btw!! In order to get what you bought, you need to pick it up at the post office (near the KPD and a train station I think)

Thanks! Someone told me today about Red tag responsibilities, and said something like Fail rp. I know how to Fear rp, but idk what fail rp is. i didn't ask then because I didn't want to seem like an idiot. p.s I'm in 10th in game.
Also i did pick up the "fishing rod" but it still didn't do anything. and i did spend a few hours fishing thanks to y'all's info!
