Define 'get your oc set up' if by 'oc' you mean Original Character, then no, all that you need to do is set up your physical description at spawn.

here. Remember that it's a PHYSICAL description, and you should not put in stuff such as your relationship status. Only physical things, such as your height, or hair colour.
And for your crossed out question of OOC cooldowns. It's for spamming reasons, the cooldown timer exists to stop people from simply spamming away, and this is an RP server. Not an OOC chat server.
I'd also very strongly recommend searching up a guide to RP'ing, try using the keyword of
Clockwork RP Guides while searching, it's how I've learned to roleplay, and it'd overall be a benefit to all of us if we had some more people taking RP seriously.
