Monday, 6 AM, Governor Tomohiro’s speech was interrupted by vandalism and chants ..

Tree of Eden, six AM, the usual location for governor speeches. It was like any other day, perhaps it was too normal for its own good. Eito Tomohiro Cleared his throat before speaking into the microphone

[Tomohiro]: "Hello citizens of Karakura! I hope you are all having a great day."

[!] He stopped for a moment before he began to speak once again, "As we all know Karakura has a whole lot of verified businesses. The main ones being tailoring and loaning such as Cartier, Celestial, Mirai Holding."

[!] took a deep breath and pushed his glasses up before continuing on with his speech

[Tomohiro]: “Though there are many that are overlooked or less popular than the others. Along with newer ones that are yet to be in the spotlight. Recently there have been a few businesses that have appeared within Karakura one of these being the Tachitsu Charity. The goal of this organization is very different to the ones that are previously mentioned this is because their goal is not to make a profit. It is instead created to help those in need of help in during an emergency and to make this happen the charity takes donations"

[!] Eito Tomohiro took a deep breath before once again continuing on with his speech, "from the public to help other citizens out when in need. Moving onto the next business there is TurboCab Taxi, this business is another unique one which is aimed to give the public a quicker way of getting around the town for cheap and affordable prices. Though not only do they take you to a specific location of your choice! They also offer a cruise drive that lets the passenger-"

. . .

[!] The Karakura streets began to rumble as the sound of multiple vehicles made their way at high speed towards the shopping district...

[!] Tomohiro stopped speaking for a moment before moving speaking, again like he did before..

[Tomohiro]: "Like the previous business Saiky CORP focuses on selling things such as accessories and items to the public to distribute them to those who want them. However this business varies from the previous one as it also focuses on medical aspects as it also prioritizes private healthcare for those who are in need of it."

[!] Eito Tomohiro Took one last deep breath before letting out a smile and continuing his speech "Finally moving on to the last business and the newest one to Karakura! Snowy tailoring. This business is like most tailoring other tailoring businesses and offers a variety

of clothing like things such as Suits, Shirts and so much more for you to buy. Along with this they also sell exclusive accessories to the public allowing them to have something new and unique!”

[Tomohiro]: "These are all the businesses in Karakura that are not as widespread as the other ones. Along with a few of them being brand new to the city. If you would like to start your own business come to the Town hall and ask a governor to start a business and if none are there call the number asking for one! Just make sure you have already planned the business and meet the requirement of being twenty years or older to start one.--”

[!] nearly right as he finished, several young boys went too the stage, all unmasked.. All dressed up. The crowd began to shout, a lot of mocking terms actually towards those on stage. Then others shouted back.

[???]: “HEEEEEYYY KARAKURA HOW YA’ FEELIN?”

[???]: “MIGHTY TIGERS ON TOP!”

As shown, the governor’s speech was graciously .. interrupted by this ‘group’ .. but who are they? What happened
behind the scenes? We have been given some body camera footage of the incident, along with photos taken by an officer at the scene.

Based on the body camera footage which we were asked not to share full videos from, simply pull photos and transcribe the events, a lot of terms were thrown around. Most notably ‘Rakkiyatsu’ and ‘The Might Tigers’. Now, what is Rakkiyatsu? Well firstly, let's look at the tunnels and subways of Karakura, there we find a keen clue: Sprays. The term Sprays is slang created by Karakura’s younger generation to describe a place one has spray painted, typically promoting a group, gang, or organization. Subways and Tunnels are the two largest locations where you are nearly guaranteed to find a spray. In these areas, it wasn't hard at all to find Sprays that reference the name, or directly say ‘Rakkiyatsu’, examples will be shown below.

The first spray in particular confirms one thing, the Tigers and name Rakkiyatsu, as heard stated at the speech incident, are most certainly affiliated, if not the same thing but different names. Now, another thing to take note of is the spray colors. Spray colors often symbolize a lot, as the majority of the time the colors a group, gang, or organization affiliate with. Here, we see the recurring colors of yellow, red, and black. Remember that, it'll be important later.

But what does Rakkiyatsu fall under? A group, a gang, or an organization? Let's look again back at the sprays of the vibe of this interrupted speech, shall we? First at the sprays:

“RAKKIYATSU THE LUCKY CATS | TIGERS DEN”

“Watch your thoughts, they become words | RAKKIYATSU SHALL NOT FALL”

“On a superior level | Rakki forever”

“Rakki til I die | Cant compete with us”

Considering the words stated and how it's phrased, it's pure common sense to eliminate the possibility of this just being some sort of organization. Now this leaves two options, gang, or group? This is something that even the police struggle with to identify, and to be classified a gang - or perhaps even be looked at as one, you need a presence, activity, perhaps a uniform you wear, a motive. Does this so-called ‘Rakkiyatsu’ have that? Well, clearly there's a presence, seeing as it's not hard at all to see their mark left in Sprays, and considering the most recent event. Perhaps you could even consider their most recent event so to say, to be like an activity they preformed.. Something to show off with. As for uniform, hard to say .. though by pictures shown and taken, the clothes these people wore were all quite similar, and fell onto the color palette scene in sprays, again, yellow, black, and red.

Now let's look specifically at what some of these people were yelling during the speech, simple quotations of such will be listed below, not in any specific order:

“FUCK THE RULES!”

“MIGHTY TIGERS ON TOP!”

“THE MIGHTY TIGERS, WOOO!”

“RAKKIYATSU LETS GO!”

“YOU GUYS WANT A SHOW? DITCH THIS STAND AND LOOK AROUND THE DISTRICT!” - said in reference to something that'll be shown after this.
Again, clearly not something the usual organization would say.. Further pushing this is just some group or perhaps a gang. Now the vandalism that was done in the streets.

It can be argued it's hard to tell what this all means, and again if this is really just some group, or a gang. So, we asked KPD. The response we got was long, hefty, and may .. upset a certain crowd of people:

"See, as of right now we don't see it more as a delinquent group, a group of kids wanting attention. KPD classified gangs as a group of people that commit crimes together, more or less larger scale crimes such as assaults with weapons and other crimes like that. Yes, gangs use sprays as a method to get their name out there, and same goes for attire, but they leave a bigger impression on the criminal underworld and KPD. Boten for example, a large scale gang that made themselves known by almost kidnapping a LT and writing a ransom note admitting it was them, and then KILLING another officer. Ketsiuki carving their names and Making themselves known as a dangerous gang. See, with this group of people, there attire seems to be, newer. Groups of people will want to gain attention, it's how you make it in the criminal world. Attention and power. I don't think nor do we think its a gang just yet, no purpose to believe that. Yes, its a group of people doing SOMETHING. It's not just a hangout club. A delinquent group? Maybe, a street racing gang? Also maybe, though i don't think it's a gang. Gangs do things on a much, LARGER scale as I stated. The more larger scale crimes they commit, the more power and reputation they make in the criminal underworld. Simply ambushing this speech, but not committing any major crimes or even hurting someone in the process, isn't a gang thing to do. Though yes, this Rakkiyatsu group is certainly some sort of group that plays a small part in the criminal underworld, there impact is low to none. With sprays here and there, and attire that we haven't even really seen in any crimes. So I don't think it's a gang, though I think and we think it could be something else. Either way, there kids being dumb kids. They wanted attention and they got it. But it was too, peaceful to be a gang in my opinion. So I wouldn't say they are a gang, non the less, they are something though. Something that will just eventually fail and disband or die out. All gangs and groups in the criminal underworld do eventually, it's a matter of time before this group may turn into a gang, or just die out.” - SGT. Darius Ikemori

Either Street Crew or Gang, Whoever Rakkiyatsu is, they’ve surely left their mark.

This was Jim Yasushi, signing out.
