Project HAARP was a corporation started by Yazhu Xiuying in 1996. Which first started out small as a company manufacturing and selling bed sheets soon turned to a large corporation that was involved in carrying out classified experiments for the government. . .their inactivity, however, was merely a ploy for their greatest projects yet. Project HAARP was the name behind several of Karakura's most unfortunate circumstances along with the rest of the nation, garnering a reputation that must be hidden behind closed doors but manpower that spans into the country's police forces and medical staffing across prefectures.



PROJECT GHIDORAH-5SX77
The mother who birthed Project HAARP’s ideals, the child from whence it was born.

Employees formerly of bed sheet company Xiuying Garments were forced under different occupations after the original corporate owner passed in a sheet-making accident, leaving his son to take charge. Hiroshi Xiuying transformed the company into realities that would originally be told in science fiction tales: teleportation and portal technology.

After having sold his father’s company and rehashing it into Project HAARP, turning the ordinary into the extraordinary with help from Japan’s government. In an attempt to expand on the country’s efforts in missile creation and adaptation per amphibious operations by working with international and native forces, Hiroshi focused himself into developing missiles that could withstand environments such as the Arctic lands.

This effort was merely in preparation of what the future awaited. Through the progress of this missile study, Hiroshi associated himself closely with the government in order to secure certain benefits for him and his true intentions of taking over his father’s company. After being funded enough to build a facility beneath Taketatsu Academy’s football field and under the island infrastructure of Izu Oshima, the corporation went into full establishment of their main goal: teleportation.

Bringing the focus of their investigation to the island with a poor reputation, Hiroshi had executives from Project HAARP sent out to Izu Karakura Island in order to find potential subjects for their first attempt at teleportation: PROJECT GHIDORAH-5SX77.

With the lackluster regard that the majority of the island denizens had in relation to crime, little sympathy remained in recruiting some of them for Project HAARP’s first plan of 5SX77 in Takashima. The selection process was done in 2013, taking away the groups of people onto supply ships as they were brought to mainland. Two trials for 5SX77 would take place, one in Takashima and one in Izu Karakura to determine the results; with this, another facility (yet smaller) was constructed at the north end of the school.

Another plan lurked behind Project HAARP’s willingness to pursue portals, though.

Upon trying in their facility in Takashima, no discernible outcome was presented. When they gathered the group selected (under false circumstances, deceiving them into participating) into one room for the 5SX77 portal beam, a terrible explosion took place and sent their first prototype of the device into flames.

While it was thankfully extinguished, the supposed “test subjects” were completely absent from the room that was now burned and blackened from ash and debris. Not one trace of their bodies that would have burst into fragments from the explosion existed, and neither did they appear in the designated test location of Washington, USA. . .

. . .Project HAARP, prepared for this failure, covered up the first test from any publicity — including the government. They scrambled to change their base of operations to Izu Karakura where the second test of PROJECT GHIDORAH-5SX77 would take place, only after scavenging lone parts and constructing anew upon the explosion taking place.

To this day, the original researchers at Project HAARP have no notice of where this first group of people went; however, the explosion was small enough to cover up behind a faux “first plan,” in which the reality of it was a second test. The second run-through of Project HAARP’s portal beam to the United States was to take place only two years later, the second group of participants prepared.

The alternate facility was equipped with less to aid Project HAARP with 5SX77; but, it was enough. Tucked past a wall of radiation and a long hallway was a small room that each person was placed into. Injected with a sedative that took slow effect, they were marched into the room and given no further instruction ——

—— Only before they all burst into little pieces.

The second attempt, now forcibly made public as of 2017, was a complete failure. Rather than the device erupting and blasting the room with a small explosion, the Izu Karakura citizens chosen were blown up under the grounds of their hometown.

Again, nothing was teleported. The blood and flesh, now coating the walls and dirtying the cracks within it, drew deep into the infrastructure. Any of the remaining equipment left for PROJECT GHIDORAH-5SX77 was ruptured after the blood leaked through and into the portal equipment, staining the control panel. The entire device, again, burst up into flames and exploded the harmony within the lab to disorder.

HAARP Labs could not disguise this second error like before. The true nature of their project was revealed to the entirety of Japan, adding onto all of the things that gave Izu Karakura a bad name. Their work was noticed once complications of the blown-apart lab surfaced five years afterward, becoming a public health threat through concerns of radiation and weaponized illnesses thrown about into the polluted air.

The Japanese military and government, having previously noticed of Project HAARP’s existence (but purely for missile creation rather than their true motives of human experimentation), immediately shut down the project and turned their laboratory in Karakura into a sewage plant.

Hiroshi Xiuying and his family were exiled to China. The remaining HAARP staff members were placed into witness protection and Project HAARP was seemingly inactive from now on, after that autumn month in 2017. . .

. . .but a few hopes still remained.


(PART 1) PROJECT 1-DAHARKA-436
A hand-me-down crown, a roadblock for the unsuspecting future.
Five years had passed since the creation of Project HAARP and the selection process for PROJECT GHIDORAH-5SX77. Hiroshi Xiuying, the CO, was banished from the creations of HAARP, leaving their XO in charge of all HAARP responsibilities from thereon. Shangkou Dai-Yu took over all plans-of-action predetermined by Xiuying, the future of Project HAARP determined by one piece of paper.

In the background of it all was PROJECT 1-DAHARKA-436. The last resort for all related to their teleportation device was to turn human into a teleportation device, a means of editing the human body with the biology that they understood. Trying to put random and unassimilated parts in one machine. . .that just became a whole lot easier and difficult at once.

The funding and the secrecy of continuing to test on humans didn’t exist, though. Shangkou Dai-Yu was separate from Izu Karakura, stationed in Yokosuka as a police commissioner, meaning the balance of both roles would challenge his mentality and personal life. All other circumstances that would get in his way were suddenly shut out, only to ensure that PROJECT 1-DAHARKA-436 was not the failure that their first project was. . .

He examined what currently existed of PROJECT 1-DAHARKA-436. Several patients, all of different ages and backgrounds, were stationed in an underground base on Izu Oshima Island, the neighboring island of Izu Karakura. Now determined to take on the responsibilities that his CO had left behind, Dai-Yu visits the completely-unknown base, finding that years of effort had taken face.

The circumstances of each human was unreal; each “person” was forced to sleep upright in observation pods, stripped down to nothing but a skin-tight uniform that practically exposed everything of their being. Some of the patients were maimed — torn off limbs, scarred faces and heads, burns across their bodies. . .

. . .but this is where PROJECT 1-DAHARKA-436 was undergoing its experiments and progress toward a new humanity. Those at the forefront of Project HAARP’s work would receive patents and payments beyond anything expectant of this current world, giving both their family and their country a gracious name.

436 patients were stationed in Project HAARP’s Izu Oshima base. Lo and behold, the XO was more than respected, each working individual bowing in whatever direction he started toward.

Not one complained of their livelihoods. Those who would never live proper childhoods and those that would never get to grow old. . .those who would never get to experience love and those who would never get to experience the fun that life could bring. . .those who would never graduate, those who would never take a sip of alcohol, those who would never marry, those who would never have children, those who would never say their own names again. . .because they did not belong to themselves.

They were only a part of Project HAARP’s hidden mission, one much more brutal and one much more significant. Working on machines was one thing. . .and working on humans was most definitely another. Shangkou Dai-Yu was the leader of this mission, given only the reference of his CO’s work and memoirs left behind at Dai-Yu’s stead.

During his visit, Dai-Yu discerned much about how human experimentation was conducted. Each person there, lacking their own purpose and humanity ever since being taken from their normal lives, were nothing short of complicit in each action pursued. Danger did not exist for these patients, not even in the presence of irreversible brain stimulation trials and forcing their bodies into unbearable temperatures; and, with this, Dai-Yu realized the original mission of HAARP before his eyes.

Missiles. Birthed in Izu Oshima’s unspoken base was the missile work and teleportation work, mingled into one horrific area. As Project HAARP was secretly working on their missile development despite having been shunned by all Japanese government officials, so were they in situating teleportation. Two projects at once with funds and backing that the company could not procure, any attempt at achieving their missions were completely hopeless. . .until one patient stepped forth with an idea.​


PROJECT HARLEQUIN-1M
A weaponized and well-deserved success, but a single step in their effort.

Patients having ideas was an unheard feat. #410 stepped forth with a proposition that Project HAARP try to earn their funding through means that the group was likely aware of: weaponizing human illness.

After an unknown illness (its first traces existing in Takashima in 1985) trailed through the air through Izu Karakura in 2019, causing Project HAARP to shut down and remain inactive within that area as a sewage plant, the (unwilling) Japanese government worked to contain it. Now, the goal was to discern how this took place. . .and how to revert it and cause issues for everyone else.

By creating a man-made illness and providing its own solution, Project HAARP could transform its name into something else and earn funding through these tests. It was the same concept that several conspiracy theorists took on across the globe: that, perhaps, a cure to cancer exists, but it simply remains concealed by government means in order for them to make more money through vaguer treatments.

Several types of cancers of several severities exist, though, rendering that conspiracy as nothing short of a conspiracy; the idea behind it, however, wasn’t something to be completely overlooked. What Project HAARP could create could be one, predetermined sort of illness that was only translated through a single mean and had one single cure. Controlling such bacterias and other immune system afflicting agents was the issue, though.

A new type of experimentation would have to be introduced for this project to be kickstarted. Many surrounding patients, in secrecy, resented #410 for having brought upon a new dangerous and inevitably-murderous feat upon the laboratory — but being able to voice those concerns was completely out of line. If any patient were to behave in unruly ways, they would be the first of many subjects in a line to be tested upon.

For some, that was preferable. If a chance existed that they would be taken off of the face of this unfair planet where they must live as human experiments, they may as well jump the gun upon it. For others, it was a nightmare, for reasons likely imaginable.

In the end, there were to be experiments and tests that were acceptable and groundbreaking; regardless if some had died in the process, others would have to live with irreversible damage tormenting their bodies. There was no hopeful ending to what was to come next, all because of one patient’s roundabout way of gathering funds for their previous project.

PROJECT HARLEQUIN-1M persisted with ease for the scientists on the scene. While many of their patients were turned to fragments of the beings that they were once before, advancements were made quicker than any other Project HAARP endeavor of the previous efforts. Several of the superiors within the research department belonged to metropolitan hospitals throughout Japan and some in other East Asian countries, meaning they could discreetly gather samples of their respective hospital’s work and bring them to the table of PROJECT HARLEQUIN-1M.

The amount of death was unavoidable. While Project HAARP was furthering their investigations in every move made to progress, they were losing the people necessary to continue testing. With this, a new opportunity was given to the handful of patients within good and presentable health:

—— Go out and recruit.

Patients, including the infamous #410 who had procured the fantastical idea of this weaponized potential-epidemic, were asked to move about the entire country to recruit others unlawfully and transport them to Izu Oshima to continue experiments.

Few patients, within this process, managed to completely flee Project HAARP for prolonged periods of time; however, every single one of them were caught in some form and were immigrated back to the warehouse underneath the island, given hefty punishments for having engaged in such.

Still, Project HAARP’s trusting efforts were never once doubted nor gone to waste. They had hundreds of new and healthy individuals that they could practice on, and after #410 was sent to Karakura for a few months between 2019 and 2020 to gather samples of the first Harlequin Virus, a progress unlike anything before lasted through the underground laboratory of Project HAARP.

The question persists: how were they able to do all of this in secrecy?

. . .they weren’t. Along the way, several of the recruiters that Project HAARP had sent out were arrested for their involvement in the illegal organization. To their foggy minds after having the transmitters of their brains vaporized like someone had shot lasers into their skulls and to their unmovable mouths because they could not work their jaw like before due to countless experiments. . .very little information was released in any interrogations.

That worked in Project HAARP’s favor, in spite of the fact that they had lost many throughout their process of gaining more patients. Enough still existed, though, that they could continue experimenting with ease.

#410’s samples of the Harlequin Virus, soon after she was captured and sent back to Izu Oshima, were studied upon thoroughly before Project HAARP determined their means of replicating the viral infection and spreading it through several Japanese cities.

In March of 2020, they would enact PROJECT HARLEQUIN-1M to several major cities and islands throughout Japan. A truck full of “cargo”, nicknamed as 1M with a number following, would use air emanating from its vent tube to transmit the disease throughout surrounding oxygen as it disguised itself to be a government-controlled vehicle that police would have to guard through its journey.

Being that Project HAARP had several government officials tucked into those of researchers, remaining inconspicuous was a simple task. The cities and each respective truck of PROJECT HARLEQUIN-1M are listed below:

  • Yokosuka/Kurihama: 1M-2​
  • Tokyo/Yokohama: 1M-3​
  • Osaka/Kobe: 1M-4​
  • Oki District Islands: 1M-5​
  • Izu District Islands: 1M-6​
  • Kitakyushu/Fukuoka: 1M-7​
  • Oshima (not to be confused with Izu Oshima) District Islands/Okinawa: 1M-8​
  • Minamimatsuura District Islands: 1M-9​

The only failures were 1M-8 (Naha) and 1M-6 (Karakura). The truck was completely blocked from entering the capital of the Okinawa Prefecture, Naha, and an accident with the truck spilling over had taken place within the Izu island chain’s largest island, Karakura.

It was almost ironic that a city with the already-grueling fate of Karakura faced yet another dangerous setback, especially in regards to Project HAARP.

The airborne illness spread over a handful of months, the only exception being Karakura (due to the cargo truck having had its path interrupted), where it lasted a few weeks. You can read more about the Harlequin Virus and the 1M-6 Transport in the linked threads (hover over both names).

That was when Project HAARP acted: disguised as a group of researchers at a university hospital in Tokyo, hand-selected individuals revealed that there was indeed a cure to the drastic effects of Harlequin Virus and the epidemic that was soon to be brought upon the nation if people did not act fast enough. An immunization and one booster that people could receive within the first thirty days of having Harlequin Virus in order to revert the effects back to nothingness, like it never even happened.

The Japanese government had little choice in what to do next. It was either to fund this small group to create and spread this immunization and single booster that could save their entire country, or to allow it to continue spreading without any further hopes achieved by the quickly-working hospitals. Sooner or later, too, the virus was going to take control of Japan’s neighboring countries if it wasn’t contained hastily.

Hesitation was minimal, as there wasn’t any time for such: Project HAARP, hiding its few researchers behind the guise of Saitama Medical Center, sold the immunization’s information and thousands of dosages to the Japanese government for 10,000,000,000 yen, a few millions over 75,000,000 USD.

Project HAARP had more than enough to work with now. Their true mission, PROJECT 1-DAHARKA-436, could continue with the strength that its original promise possessed. The patient who stepped forth and came up with PROJECT HARLEQUIN-1M was promoted to an administration role within Project HAARP, creating an opportunity never before sought by the thousands of patients that had no hope remaining within them.

HAARP would realize, however, that it would be their greatest mistake to put their trust in a person whose body and mind they had tormented and maimed for years due to their senseless experimentation. The vindictiveness and cruel motivation of humanity overpowered any kind of money, status, and research. .


(PART 2) PROJECT 1-DAHARKA-436
The thirteen hostages.


After the success of PROJECT HARLEQUIN-1M, several questioned whether or not it would be suitable to continue the efforts of PROJECT 1-DAHARKA-436. Project HAARP’s XO returned to the scene after having learned of the laboratory’s surplus of wealth, stating that continuing their true mission would continue to lead every researcher, patient, and humanity to greatness. He spoke, proclaiming, “Once you’ve reached the top, you can only go back down. We’re nowhere near the top, and there is no reason to back down.”

Their original goal, brought upon this corporation by Hiroshi Xiuying in previous years, was to create a means of teleportation that would limit current transportation and progress humanity further into the world of science and technological advancements. The group disguised their efforts, which involved heavy usage of human experimentation, hidden behind closed doors and the guise of a missile creation group tied with the Japanese government.

After their attempts within the PROJECT GHIDORAH-5SX77 Mainframes faltered, Xiuying’s documents left behind for the XO designated the project to move in the direction of 1-DAHARKA-436, a method of teleportation device that was processed through humanity and what scientists already knew of human anatomy and biology, rather than relying on the usage and countlessly failing tests of machines.

Now that PROJECT HARLEQUIN-1M served to be a success, Project HAARP’s spirits remained higher than ever. Their search for their best probable subjects of PROJECT 1-DAHARKA-436 progressed to a group of sixteen individuals in the greatest health among their now-thousands of the Oshima Island base.
