This thread is to be taken ICly.
A post was published on the official Karakura Police site.

In light of recent events concerning the scrutiny of the Karakura Police Department's response to the mishandling of the Non-Guilty Pleas at the hands of the alleged 'Judiciary Branch' of Karakura Town Hall, the Karakura Police Department - with advice from Mainland Japan - finds it necessary to provide a public response and, ultimately, release the documentation and evidence that were blatantly ignored by the Judiciary.

This official statement refers to the Onrain post publicised by 'Chief Judge Ji K. Kaizen', as seen below:

Further see the articles highlighted by the Chief Judge here:

Article 6. The freedoms and rights written here in this constitution have been decided upon by the Government of Karakura, and any Government officials will refrain from abusing any of the freedoms listed, and they will be responsible for upholding these listed rights.

Article 15. No person shall be deprived of life or liberty, nor shall any other criminal penalty be imposed unless the decision has been made by a Jury or the punishment is appropriate in accordance with Karakura’s laws.

Article 23. Upon an individual being arrested by an officer of the KPD, they have the unequivocal right to plead Not Guilty to a crime, and have a chance for a court case to be held for them to plead their innocence.

Article 44. The responsibility to recognize civil, criminal, and administrative cases, and resolve them, shall consist solely of the Judges of Karakura, established by Law. Neither the Executive or the Legislative Power shall have, in any case, exercise Judicial functions, either by participating in trials, revise the contents and resolutions of a case, or re-open closed processes.

We, the Karakura Police Department, would like to further highlight other articles ignored by the Chief Judge in his conduct in reviewing the Non-Guilty Pleas.

Article 1. All individuals are born free and equal in rights and dignity.
The responsibility to the Government is to uphold matters of security, protection of the community, and give equal opportunities.

As stated in the constitution itself, the "responsibility to the Government is to uphold matters of security, protection of the community,". We would like to ask how the government is upholding the security and protection of the community when it is blatantly disregarding its own law to benefit those who have violated it when they allow them to walk free despite blatant evidence showing the black-and-white violation of the law it allegedly upholds.

Furthermore, as stated in Article 6, "any Government officials will refrain from abusing any of the freedoms listed," and Article 15, "No person shall be deprived of life or liberty," ... "unless the decision has been made by a Jury or the punishment is appropriate in accordance with Karakura’s laws.", and Article 23, every citizen has the "unequivocal right to plead Not Guilty to a crime, and have a chance for a court case to be held for them to plead their innocence." We raise the question of how the Chief Judge has come to any of his judgements as to whether an individual is guilty or not when they have not had their chance for a court case to plead their innocence, and are instead subjected to a review from a singular individual. Until an appropriate decision is made by a Jury, as outlined by the Constitution, the Karakura Police Department (advised by Mainland Japan) will continue to act in accordance with the Constitution by imposing the punishments that are appropriate under Karakura's laws.

Please take into account that several other cases that the Chief Judge ruled as guilty and/or not guilty were not mentioned and have faced a similar unconstitutional review without an appropriate court case or chance for the offender and The People to have their chance to speak in court.

To continue to instruct the Karakura Police Department to blindly oblige with the request of Chief Judge Kaizen and not an appropriate court case and Jury decision is in blatant disregard of the Constitution and against the laws of Karakura.

Please further note, no individual is being held against their will in police custody, as they have the ability, as with all cases, to pay their bail and be released after three days in custody or, by now, have been released as their sentence has come to an end.

See further the archive access to each of the noted cases:

It is important to note that not every one of these cases is archived with the evidence provided by the Karakura Police Department at the time of the arrest, calling into question whether the Chief Judge has made the appropriate decisions when he has made a clear and blatant dismissal of valid evidence submitted by the Police.

In the interest of transparency, given the lack of evidence outlined in the official Government's case archives, please see below each case and its appropriate evidence that was mishandled by the Karakura Government.

OOC:
All evidence in the following post is completely IC and can be taken ICly. In cases where no screenshots or video recordings were accessible, OOC confirmation is used to instead replace it. This is still a valid form of evidence that can be used ICly.

The Karakura Police Department maintains the stance of 'to protect and to serve'. If the Karakura Government refuses to acknowledge their own failure to abide by the Constitution and continues to act in its own interest of freeing criminals without a proper and just court case and review of the evidence, and should Mayor Katsuhito Saiky-Akihito fail to handle the unconstitutional behaviour presented by Chief Judge Kaizen, the Karakura Police Department will refuse to carry out any orders or enforce the law outlined by the Karakura Government until proper order and stability are restored.

Karakura apparently has NO WORKING PROGRESS for holding trials and juries.
So... the Chief Judge filled that gap with solo reviews?
Now the KPD is kinda enforcing its own view
and both sides are kinda right about the others ones overreach.
That's SO spot on for Karakura. Very good. Very good.
