I have witnessed a few times that players on occasion seem to agressively hoard houses/residences only to reset /seen with no intent to actually use them.

Elaborating: I have witnessed that users purchase a large amount of rent time on housing that would likely be very sought-after. It is understandable that they are allowed to do so. What is unfair is the incessant hoarding-drives and lengths these players go to just to ensure no one else obtains a residence of value. What is also clear via my observable evidence is that these houses are left empty (via peeking through the window) for long periods of time. Now again, it is understandable that one must have time to pursue construction of their own property. What is the issue is that these users ONLY get on around the 30 day mark only to leave again. The /seen function will show 30 days, when or if I attempt to pursue a ticket to unlock the residence again in accordance with the system in place, such users may get right back on again, reset the timer and then leave. This is an issue that jeopardizes any attempt to unlock such residences for more active players. Staff as capable as they are, in one case, took around 2 weeks or so to respond to my ticket a timeframe which allows for such hoarders to log in, and leave.

The suggestion: In part, faster tickets or a entire rule added to prevent hoarding with no intent to actually use the server for its intended purpose. Should a player only get on after the 30 day timer to reset /seen and prevent the system from actually removing their ownership (and if verifiable that their only intent is to hoard, NOT pursue RP) they shall be removed anyways.

Why I made this suggestion: I am aware of a case of hoarding with no intent to RP, their house is essentially empty (peeking through the window) and I have proof that they either cannot pursue RP or will not pursue it, effectively hoarding the sought-after housing. I also made this suggestion because there is no rule preventing incessant and agressive hoarding of sought-after or in general; housing should there be verifiable evidence of no intent to RP. I have proof that they have gotten on with no intent to RP (although this proof is not too strong)

How will this benefit the server and community?:
This will benefit the server and community which will allow for less fortunate players to actually obtain sought-after housing from hoarders who have no intent to use the housing that exists to actually RP.

I agree that it's super mean to do so and so I'd like to see something being done about it, but I also can see it being super hard to implement, as there's no consistent method of determining whether one's just waiting before building their property cuz they have no time or waiting for a builder, or whatever else.
 
-1, it would just be really hard to determine whether someone is actually hoarding. Like others have said they might be waiting for their house to be built. This is also just kinda shitty to the people who want to take a break from srp. If they want to take just a few months break, they still deserve to keep their property.
 
-1I feel as if Ducks and Miya made my exact argument, this isn't an actual issue it's more just annoyance that somebody hasn't built their house.

2. With the recent (and apparently persisting) housing glitches and bugs SRP is experiencing, it would be common for people to have 0 things on their residence. I mean, look at my case in specific: I lost House 705 due to this bug, and the owner of that property decided to remove every single item I got with /apartment reset. I got nothing left from years of RP, and with little to no money I got left, all I can do right now is keeping the property itself and refrain from getting my furniture back until this glitch is fully solved. The property is empty, but it is not because of the unwillingness to roleplay, rather because of the unfortunate events that discourages players from editing or furnishing their place.

HOWEVER, I do agree with your point. I have friends who were doing this, admitting that they were just logging on to keep their apartment (they don't do this anymore cause they lost the place). However one of the reasons why people do this is related with inventory and items: People have wayyyy too many personal items that cannot be packed in one inventory, some of them have no option to rely on keeping their property just so they don't lose their items. For this, I could suggest staff to create a command for people who don't want to lose their items without the need of 'hoarding' properties, this will potentially reduce the actual apartment hoarding and discourage people, whose reasons is keeping their items, from doing so since there will be no need anymore.
