Yes it might sound dumb, but it is still grammatically correct and can be said if chosen too.

YES! It's grammatically correct but it's just dumb and you should say it as "two pairs of scissors" but what banter is trying to do is say "a pair of a pair of scissors" aka "two pairs of scissors" means one set of scissors which is incorrect, his saying would mean two sets of scissors
There is no need to accept defeat if he is correct.

I’m gonna throw in my American English a bit here but here’s what I have to say:
Both sentences aren’t really incorrect. The one with “a pair of a pair of scissors” or whatever was said can easily just fool a slow person and have them immediately question your grammar skills/English skills because not all of us were taught to say something like that. You can say it if you want to but it will just confuse people.
Now I wanted to refer to a pair of glasses or a pair of pants right? It’s usually one whole item yet two things are put together for usage. Therefore a scissor is one blade and scissors is two blades as a whole item making them a pair.
