It happens, if it says it's offline then do /server SchoolRP it's just the npc itself to prevent TOO MANY joining, you'll know it's for real offline when there's more people than usual in the lobby.
If the server itself is saying "the lobby is not available" and you keep joining, it means you're probably banned, so contact a staff member.
